i have wood siding that peels and flakes the paint off no matter what I try. I sand, grind, strip to bare wood, prime, (oil base) no matter it chips and flakes off. all others tell me to cover with vinyl siding, the easy way out. any suggestions?

We just inherited a 1930 4-square house. There are hairline cracks in most of the rooms, many of the doors are a little off on closing (grab on one side or another). The house rests on a breezeblock foundation with several jacks in the sand cellars. One room on the first floor is 20×20, with a long crack up the wall and another across the whole ceiling. These cracks have been patched with fiberglass tape and spackle several years ago. My question is: who do I hire to inspect the house from a structural perspective? We cannot see the beams between the fiirst and second story without taking up the floor, can we?I don’t need a general inspection. We are ok on termites, electrical and plumbing and just put on a new roof, but the cracks and sagging floors on the second floor scare me. Thanks for your time!
